Hiring: Librarian

We are looking for a Librarian (permanent, full-time) to replace our current Library Administrator who is heading back to Saskatoon.

The Librarian position is 37.5 hours a week and often includes evening and weekend work. Pay is $22.00 to $25.00/hour depending on education and experience. Administering all aspects of the library’s operations and staff are the focus of this position.

POSITION DESCRIPTION - LIBRARIAN – 37.5 HOURS/WEEK

Under the direction of the Flin Flon Library Board:

ADMINSTRATION

· Ensure all aspects of the administration of the library is operated ethically and efficiently

· Attend library workshops as provided by Public Library Services

· Conduct library tours

· Invigilate/proctor exams

· Keep up-to-date with library trends and technologies

· Liaise with Public Library Services and other Manitoba Libraries

· Manage the growth and development of all library operations and services

· Organize and carry out routine office procedures to facilitate efficient operation of the library

· Report to stakeholders on the library’s Key Performance Indicators (KPIs)

· Represent and promote the library within Flin Flon and area

· Take action and successfully resolve work-related issues

· Provide administrative support to the Flin Flon Heritage Committee

Board Meetings

· Maintain copies of Flin Flon Library Board agendas, minutes, and membership

· Notify Flin Flon Library Board members of meetings

· Provide reports of the library’s Key Performance Indicators (KPIs) to the Flin Flon Library Board

· Support the Flin Flon Library Board by preparing agendas and board meeting kits, attending meetings and taking/transcribing/circulating minutes for regular and special meetings.

MARKETING & COMMUNICATIONS, WEBSITE, AND SOCIAL MEDIA

· Manage the development and implementation of the library’s social media strategy

· Manage the development and implementation of the library’s website content

· Develop and implement the library’s communications strategy including print brochures

· Evaluate and manage website performance

INTERNET TECHNOLOGY

· Work to have appropriate software/hardware in place to ensure efficient IT operations

· Working with IT support, ensure computers are in good working order

· Working with IT Support, make decisions on hosting and server management

FINANCIAL

· Complete and balance daily cash

· Ensure payroll is completed by contract bookkeeper in a timely and correct manner

· Make bank deposits

· Manage the contract bookkeeper to ensure all accounts receivable and payable are up-to-date and financial records are accurate

· Present the approved budget to the City of Flin Flon, Town of Creighton, and Village of Denare Beach

· Purchase and redeem GICs

· Using Key Performance Indicators (KPIs) collected throughout the previous fiscal year, prepare and present the annual report

· Within budget, purchase library material and equipment

· Working with contract bookkeeper, oversee the library’s budget for presentation/approval by the Flin Flon Library Board 

· Working with contract bookkeeper, submit financial records to auditor including request to file charitable return and GST refund

· Working with contract bookkeeper, verify invoices before payments are made

GRANTS AND PROPOSALS

· Apply for the annual provincial operating grant

· Find and apply for grants for new equipment, technology, and building maintenance/upkeep for projects not within the scope of the annual operating budget

HUMAN RESOURCES

· Recruit, interview, hire, discipline, and dismiss staff

· Manage, supervise, and coordinate the work and development of all library workers and volunteers

· Conduct performance appraisals

· Develop and update position descriptions

· Maintain library workers’ banked time, vacation, sick time, salaries and benefits

· Set daily work schedules for library workers

· Take action and successfully resolve library workers’ concerns

POLICIES AND PROCEDURES

· Create/update and recommend policies to the Flin Flon Library Board

· Ensure approved policies are implemented and followed

· Update and maintain policy manuals

LIBRARY BUILDING, PREMISES, AND CONTENTS

· Proactively identify maintenance needs of the library building, premises, and contents, and arrange for required repairs

· Using key log, issue keys as necessary

COLLECTION

· Conduct and supervise an annual inventory of library holdings

·  Manage the development and implementation of the library’s collection

·  Working within the established annual budget and with Public Library Services Guidelines, ensure there is a good balance of reading material that reflects the communities the library serves 

CIRCULATION

· Carry out procedures for overdue materials, including contacting patrons by phone or email, checking shelves, and (if applicable) receiving fines

· Catalogue and import new library material including Public Library Services’ Large Print Rotation

· Delete/replace library material that is lost, damaged, or requires weeding

· Following prescribed procedures, register new patrons and renew memberships

· Manage the general procedures for the effective circulation of library material

· Manage procedures for withdrawal of lost, damaged or weeded  library material

· Phone or email patrons regarding reserves and overdue library material

· Using fILL, ensure Inter-Library Loans requests are completed and mailed in a timely manner

· Using Insignia, carry out general procedures for the effective circulation of library material including checking library material in and out

· Using Insignia, ensure patron information is kept current

· Using Insignia, place reserves on library materials for patrons

Customer Service

· Oversee patrons’ concerns to ensure they have been successfully resolved

· Assist patrons in person, via telephone, through email and social media to locate library material using Insignia, provide reference information, and with inter-library loans

· Hold library tours

· Provide basic computer assistance on patron computers and with a wide variety of devices (e.g., laptops, smart phones, etc.)

· Provide professional copying/printing, faxing, laminating, and binding services to patrons

· Using Square terminal, accurately input point-of-sale revenue and provide general receipts when requested

· When required, serve as a reference source to provide/find information for community members

WORKING WITH LIBRARY MATERIAL

· Assess charges for lost and damaged materials

· Manage annual inventory and weeding of library material

· Shelve books and shelf read/face stacks

· Using Insignia, delete records on lost, stolen, or discarded library material

OFFICE OPERATIONS

· Create and manage established office procedures to ensure the efficient operation of the library

· Conduct routine checks on office stationery and library supplies and re-order when supplies are low

PROGRAMMING, RAFFLES, AND FUNDRAISING

· Create charitable receipts for donations when required

· Working with the Flin Flon Library Board, plan and implement new services and programming

· Manage the development and implementation of library programming

· Manage the development and implementation of raffles

· Manage the development and implementation of fundraising activities

ROOM AND EQUIPMENT BOOKINGS/RENTALS

· Record room/equipment bookings as per standard operating procedure

· Ensure deposit is taken for room and/or equipment rental

· Ensure room/equipment user signs appropriate form

· Receive payment/deposit

· Create invoices when required

· Issue key(s) as required

· After room/equipment rentals check to ensure room and WII condition

SAFETY AND SECURITY

· Manage all safety and security of the library to ensure it is operated in a safe manner, adhering to all Acts and Regulations

· Ensure contractors and/or maintenance workers working in the library building  sign in and out of the Visitors Log

· Ensure the library is secured at closing time (all doors are locked; lights are off; cash boxes are in safe, safe key is put away, and the dial has been spun; there is no water leakage in basement; sinks/taps are off; toilets aren’t running; thermostats are set; security system is set; library open sign is off)

· Ensure all established safe work policies and procedures (e.g., Work Alone Policy, Ladder Safety Portable Ladders and Stepstools Guidelines & Rules, etc.) are current and followed by library workers and visitors to the library
